A. Safety Shoes - Groundwood/Woodroom Personnel Standing Committee Meeting - May 15, 1975
The Local requested that three pairs of safety shoes be made available to all Groundwood Mill employees. The Company will allow all posted Groundwood employees to purchase up to three pairs per year under the terms of the shared plan. This allowance is based on the fact that from time to time all posted Groundwood employees work on the Kamyr and are exposed to chemical solutions.
B. Groundwood Safety Shoe Amendment Memorandum of Agreement - 1981
The safety shoe procedure will be amended to provide that Kamyr operators and lead hands in Groundwood will be permitted to purchase four pairs of safety shoes per year on the 75/25 basis.
C. Lead Hand - Groundwood Standing Committee Meeting - November 12, 1969
Management agreed with the Local that any senior man who was not being selected as "Lead Hand" should be extended the courtesy of having the subject discussed with him.
The Company further agreed with the Local that this would be done by the Groundwood Division Manager and the Department Representative.
Management further agreed that the "Lead Hand" rate in the Groundwood Mill be established at 10% above the highest rated hourly job in that department.
D. Woodroom Schedule (5 days/week - 10 hours/day) Department Agreement - August 3, 1995
Terms of Agreement
The terms and conditions of this agreement apply only to the Woodroom.
A proposed schedule is attached for a Monday to Friday, 10-hour shift. This schedule will be implemented to overcome Woodroom production and scheduling problems.
The 5-day, 10-hour agreement can be terminated by either party by providing 7 days' written notice, or immediately where mutual agreement is reached.
The union will consult with the posted Woodroom employees before termination notice is given, so that everyone involved understands the reasons for termination, and has had an opportunity to present other options or reasons to retain the 10-hour schedule.
The Company will endeavor to give as much notice as possible for change of shifts.
1. Hours Worked
a) Any employee, including a spareboard employee, will work ten (10) hours per day at straight time.
b) Hours worked in excess of ten (10) hours per day, or forty (40) hours per week, will be paid at the rate of time and one-half.
c) Sunday-time premium will apply on Sunday shifts at the rate of time and one-half.
2. Statutory Holidays
a) Pay ten hours if the statutory holiday falls on a day the employee would have worked.
b) Pay eight hours at the straight-time rate if the statutory holiday falls on an employee's day off.
3. Shift Differential
a) Pay the afternoon-shift differential for hours worked after eight hours; i.e., two hours at $0.53 per hour.
4. Bereavement Leave
a) Woodroom employees will be allowed a total of 24 hours for Bereavement Leave. Banked time may be used to supplement Bereavement Leave, allowing for an absence of three shifts.
5. Jury Duty
a) Pay ten hours per day, maximum of forty hours per week, for time missed, as scheduled.
6. Meals
a) An overtime meal will be provided, if requested, after eleven hours. When called in on a "day-off," an employee will be entitled to an overtime meal if less than 2-hours' notice is given and the work is to exceed four hours.
7. Banking Time
a) A Woodroom employee can "bank time" after 10 hours.
8. Block Inventory Control
a) During periods of inventory control, the Woodroom will operate a Monday to Thursday week using the six (6) most senior employees as operators. The Company agrees that during a week of inventory control, deliveries from outside blockers will not be received.
9. Special (personal) Floating Holidays
a) All Special (Personal) Floating Holidays, including those acquired by use of deferring statutory holidays that fall on a scheduled day off, will be paid for at ten (10) hours.
10. Call-In Procedure for Missed Shifts and Overtime
The call-in procedure to fill a missed shift or for overtime is as follows:
a) Senior posted Woodroom spare at straight time. b) Senior Groundwood/Woodroom spare at straight time. c) Trained mill spare at straight time. d) Posted senior Woodroom employee on overtime. e) Senior posted Woodroom spare on overtime. f) Senior Groundwood/Woodroom spare on overtime. g) Trained mill spare on overtime.
It is understood that overtime that has been caused by a requirement in the Woodroom will be offered to the posted Woodroom employees first. This includes overtime during the week and weekend. No rescheduling will be done that cures a need for overtime in the Woodroom that causes a need for overtime in another department.
Shifting Terms (5-days/10 hours)
1. Shifts will be selected based on Woodroom departmental seniority; i.e., shift A, B, C, etc.
2. A scheduling chart will be kept in the Woodroom lunchroom for employees to fill out their shift requests in advance.
3. A minimum of four (4) weeks' notice must be given. Four (4) weeks' notice will mean on Wednesday of week one (1) the scheduling chart must be filled out for week, two, three, and four.
4. If the chart is not filled out four (4) weeks in advance, the Groundwood Supervisor will do the following:
a) assume Week Four is the same as Week Three if the shift is available b) if Week Three shift is not available, assume Week Four is the same as Week Two c) If Week Two shift is not available, assume Week Four is the same as Week One d) if none of the above shifts are available, the Supervisor will assign a shift to the employee.
5. When maintenance is scheduled to be done on Fridays, the 6 senior employees will work Monday to Thursday as the operating personnel that week.
6. Any posted Woodroom employee that is called in on his day off will enter the line of progression to a position his seniority allows for.

E. Groundwood/Woodroom Spareboard Standing Committee Meeting - January 1, 1982
Purpose - in order to ensure the availability of trained personnel for the Groundwood and Woodroom Departments, a new job classification titled "Groundwood/Woodroom Spare" was created.
Application - applicants for the position "Groundwood/Woodroom Spare" will be able to apply via general mill postings.
Operation - the "Groundwood/Woodroom Spareboard" will be a spareboard operating within the main mill spareboard. Members will be assigned work in the Groundwood/Woodroom areas in order of their Groundwood/Woodroom spareboard seniority rather than their mill seniority. If work is unavailable in the Groundwood/Woodroom areas, the most junior Groundwood/Woodroom spares will revert to the main mill spareboard. There will normally be three to six spares on the Groundwood/Woodroom spare list, although operating experience will be required to determine the optimum number.
Rate of Pay - the Groundwood/Woodroom spares will receive the contract rate of pay for the job they are performing. In most cases, spares will be grindermen, janitors, or saw operators, although the most senior spares may be working in higher positions in either department.
Line of Progression - when a permanent job becomes available in the Groundwood Mill there will be a posting for the job open to Groundwood/Woodroom spares only.
Should no Groundwood/Woodroom spares be accepted into the permanent posting in the Groundwood Mill, candidates will be solicited via a general mill posting.
Should a permanent job become available in the Woodroom, candidates will be solicited via a general mill posting.
The job posting for the Groundwood Mill will be "Grinderman." The job posting for the Woodroom would likely be Spare "Cut-off Saw #2 Operator."
F. Regular Vacation Policy Amendment – March 1, 2002
1. This amendment applies to the “prime time” regular vacation weeks, it does not apply to supplementary vacation weeks, floaters, banked time, etc.
2. Prime time is June 15th through September 15th.
3. All departmental employees will have their 2-week “prime time” regular vacation weeks booked by April 1st of each year. These vacations will be decided on a departmental seniority basis.
4. After any conflicting requests from (3) above have been resolved (by approximately April 15th), all other regular vacation weeks will be booked on a first-come-first-served basis subject to the conditions below.
5. Groundwood management will make the decision whether to allow or refuse additional weeks of vacation. The rule is only two people per crew off at any one time, however management may allow more if there are enough trained people. After two posted employees have been confirmed vacations on a particular crew, any additional requests will be considered on a first-come-first-served basis regardless if it is a posted employee or departmental spare.
6. Additional regular vacation for posted departmental employees over two (2) weeks may be taken and will be confirmed if there are enough trained back-up people on a given week.
7. Time off that is in addition to the two (2) weeks prime time, will be confirmed by the Scheduler within one week from receiving the written request
8. If there are two (2) people wanting an additional vacation week on a week where there is only space for one person, then seniority will prevail if the requests were made on the same day.
9. Additional prime time regular vacation (over two (2) weeks) will be considered for departmental spares, however confirmation will only be made the week before the vacation.
G. Groundwood Mill – Roll Moving – October 2, 1997
1. Under normal circumstances when on two-line production, an additional roll moving jeep driver will be employed if rolls have to be moved beyond the east side sludge/chip storage bins.
2. If normal storage room is run out of during a two-line shift, and there is room in the Groundwood block yard to store some rolls, the incumbent driver can store rolls he does not have time to move in the block yard until another driver can be organized by the Groundwood Supervisor.
3. When an additional roll moving jeep driver is required, a Groundwood / Woodroom spare is brought in to work on the grinders at straight time first (main mill spares second), and training permitting the senior grinderman does the extra roll moving work.
4. If the extra roll moving requires overtime, the Groundwood overtime policy is to be followed with the exception that the person coming in to do the overtime work will do the roll moving job. (i.e. the senior available off-shift employee has the first option to come in and do the roll moving job).
H. Groundwood Mill Short Term Breakdown Policy Department Agreement - April 7, 1997
This policy is applicable only for the shift personnel affected by an unexpected breakdown in the Groundwood Mill:
1. If the Groundwood Supervisors are off-site, then the Groundwood leadhand will phone the Groundwood Supervisor first for direction. If the Groundwood Supervisor is not available the leadhand will call the Groundwood Manager next. If neither of them are available, the leadhand will contact the Boss Machine Tender.
2. The Groundwood Supervisor will come to the mill if he is able, otherwise he will make a decision as to whether there is sufficient work available to warrant keeping the crew on for the balance of the shift.
3. If the Groundwood Supervisor decides that there is not sufficient work to warrant keeping the crew on, he will personally inform the crew members of his decision to cancel the remainder of the shift. Employees that go home will be paid the appropriate compensation as per the collective agreement.
4. If the Groundwood Supervisor decides that there should be any crew members kept on for the balance of the shift, then via departmental seniority, the two senior crew members will be kept on for the balance of the shift to assume any duties that Groundwood employees would normally perform.
I. Vacancy Call In and Overtime Policy Departmental Agreement - February 11, 1999
1. Groundwood / Woodroom spares are called in first on straight time to fill a vacancy. Contact the Boss Machine Tender (BMT) if the Groundwood Supervisor is not on-site for names of available spares.
2. Main mill spares are called second on straight time. Contact the BMT if Groundwood Supervisor not on-site.
3. If overtime is necessary, then the most senior available person who is or will be offshift is given the first opportunity to fill the vacancy. The person coming in to work the overtime goes to the lowest position (grinders) that training allows, and the balance of the crew moves up.
4. If no person can be found in reasonable time to fill a vacancy on an incoming shift based on #3 above, then the most senior available person on the incumbent working shift is given the opportunity to fill the vacancy and work the overtime. The person staying to work the overtime goes to the lowest position (grinders) that training allows, and the balance of the crew moves up.
5. If a vacancy occurs on dayshift (in either the Groundwood or Woodroom), the Groundwood Utilities person fills the bottom position in either mill until the BMT or Groundwood Supervisor can organize a relief for the Utilities person. If a vacancy occurs in the Woodroom and Groundwood simultaneously, then the Groundwood Utilities person fills the junior Woodroom position until a relief person can be brought in to fill the Groundwood vacancy.
6. If the vacancy is the Groundwood Utilities position, the vacancy will be left open until the Groundwood Supervisor comes in to organize a relief for the Utilities position at straight time, or on overtime according to seniority.
7. For the purposes of Grinderman training only, where one hour of overtime is required to allow the trainer / trainee to do a familiarization prior to starting grinding, the senior available person on the incumbent working shift will be given the first opportunity to work the one hour of overtime.
8. If no posted departmental employees are available to fill a vacancy on overtime, then trained main mill spares will be asked.
9. If an employee becomes eligible for an overtime shift on a day when that employee has attended a one hour pre-shift Safety meeting, that employee will be permitted to work the full 8 hour overtime shift, for a total of 17 hours of continuous work. This extended work period permission is only applicable when it relates to the attendance of a one-hour pre-shift Safety meeting.
Amendment: August 6, 2003
Groundwood employees will not be permitted to work back-to-back 16 hour double shifts with only 8 hours in between.
J. Vacation Scheduling Departmental Agreement – April 9, 1999
1. The vacation period is May 1st to April 30th.
2. “Prime Time” vacation period is defined as the period from June 15th to September 15th.
3. The allocation of vacation times is to be decided by the Company. However, the Company will endeavour by discussion with the employees or the Union, to arrange vacations to suit the employees’ wishes.
4. Vacation with pay is not cumulative and must be taken during the vacation period.
5. No employee may continue to work and draw vacation in lieu of taking the vacation.
6. Regular vacation will receive priority. Consistent with this, any requests for banked time or other time off will not be confirmed until one week before at the earliest to allow regular vacations to take precedence before this.
7. No more than 2 weeks of regular vacation, during prime time, may be requested by employees up to April 1st.
8. Confirmation of regular vacation by management will be commenced starting the middle of April.
Groundwood Rules
1. Requests for vacation must be made in writing by Wednesday night shift of the week prior to the time off.
2. Canceling of vacation can be done at any time (in writing) up to the Wednesday night shift the week prior to the time off.
3. Changes to “confirmed” regular vacation will be granted under the rules governing vacation at the date of that change.
4. A master “vacation wall sheet” will first record “requests” and then “confirmed vacations” (updated on an ongoing basis).
5. The master “vacation wall sheet” will record “requested vacation” up to April 1st then “confirmed vacation” after this point in time.
6. If two (2) or more employees of Groundwood apply for vacation on the same day, with the same approval priority, then seniority will be the considering factor for granting regular vacation.
7. Leadhand coverage must be available on a crew before vacations are approved.
8. Up to and including April 1st, all or part of regular vacation requests will be confirmed on a departmental seniority basis.
9. After April 1st, all requests for vacation will be granted on a first-come first-serve basis, subject to the vacation approval priority.
10. If April 1st falls on a weekend, then the end of the following Monday will be considered the April 1st close for employees applying for vacation.
11. On November 15th of the vacation year, a list will be posted to show remaining unscheduled vacation per employee.
12. Employees will have up to December 15th to request the timing of their remaining regular vacation. Departmental seniority will be used to approve remaining regular vacation requests. Requests made and confirmed under (8) above override requests made under this clause (12).
13. After December 15th of the vacation year, the remaining unscheduled vacation time will be allocated by management.
